Article I

Duties of the School Site Council

The school site council of The School of Science Connections & Technology, hereinafter referred to as the council, shall carry out the following duties:

  • Develop and recommend the school site plan (Categorical Funding)
  • Review the site plan with principal, teachers, and other school personnel and pupils
  • Assess the effectiveness of the site plan and make improvements when necessary
  • Carry out all other duties and responsibilities assigned by the Education Code of California and the SDUSD Board of Education

Article II

Members

Section A: Composition

The council shall be composed of 12 members, selected by their peers, as follows:

  • Classroom teachers
  • Other school staff members
  • Parents and/or community members
  • Secondary students

Classroom teachers shall comprise the majority of those persons representing staff. At the secondary level, three students must participate.

The school principal shall be an ex officio member of the council. Council members chosen to represent parents may be employees of the school district so long as they are not employed at this school.

Section B: Term of Office

Council members shall be elected for two year terms. In order to achieve staggered membership, one-half, or the nearest approximation thereof, of the members representing parents or community members, and one-half, or the nearest approximation thereof, of the members representing teachers and other personnel (except the principal) shall serve for a one-year term only during the first year of the council’s existence.

Section C: Voting Rights

Each member of the council is entitled to one vote and may cast that vote on any matter submitted to a vote of the council. Absentee ballots shall not be permitted.

Section D: Termination of Membership

The council may, by an affirmative vote of two-thirds of all its members, suspend or expel a member. Any elected member may terminate his or her membership by submitting a written letter of resignation to the council chairperson.

Section E: Transfer of Membership

Membership on the council may not be assigned or transferred.

Section F: Vacancy

Any vacancy on the council shall be filled for the remainder of the school year by appointment by the chairperson. If the unexpected term is for another full year thereafter, the term for that year shall be filled by the regular selection process.

Article III

Officers

Section A: Officers

The officers of the School Site Council shall be a chairperson, DAC representative, ELAC representative, and any other officers the council may deem desirable.

  • Chairperson: The chairperson shall preside at all meetings of the School Site Council and may sign letters, reports, and other communications of the School Site Council. In addition, the chairperson shall perform all duties incident to the office of chairperson and such other duties as may be prescribed by the School Site Council from time-to-time. (Minutes, agendas, etc.)

Section B: Election and Term of Office

The officers of the School Site Council shall be elected annually and shall serve for one year or until each successor has been elected.

Section C: Removal

Any officer may be removed by a two-thirds vote of all members sitting on the School Site Council whenever, in the judgment of the council, the best interests of the council would be served thereby.

Section D: Vacancy

A vacancy in any office because of death, resignation, removal, disqualification, or otherwise shall, by special election, be filled by the School Site Council for the unexpired portion of the term.

Article IV

Committees

Section A: Standing and Special Committees

The School Site Council may from time-to-time establish and abolish such standing or special committees as it may desire. No standing or special committee may exercise authority of the School Site Council.

Section B: Membership

Unless otherwise determined by the School Site Council in its decision to establish a committee, the chairperson of the School Site Council will solicit volunteers or shall appoint members to the various committees.

Section C:  Term of Office

The council shall determine the term of office for members of a committee.

Section D: Rules

Each committee may adopt rules for its own government not inconsistent with the bylaws or with rules adopted by the School Site Council or with policies of the governing board.

Section E: Quorum

A majority (51% or greater) of the members of the committee shall constitute a quorum. The act of a majority of these members present shall be the act of the committee, provided a quorum is present.

Article V

Meetings of the Council

Section A: Regular Meetings

The School Site Council shall meet regularly at least once a month.

Section B: Special Meetings

Special meetings may be called by the chairperson or by the majority vote of the School Site Council 24 hours in advance of the meeting.

Section C: Place of Meetings

The School Site Council shall hold its regular monthly meetings and its special meetings in a facility provided by the school and readily accessible by all members of the public, including handicapped persons.

Section D: Notice of Meetings

Public notice shall be given of regular meetings at least 72 hours in advance of the meeting. Any change in the established date, time or location must be given special notice. All special meetings shall be publicized. Any required notice shall be in writing or by phone; shall state the day, hour and location of the meeting; and shall be delivered either by e-mail or by the site Connect Ed service to each member not less than 24 hours prior to the date of such meeting.

Section E: Decisions of the School Site Council

All decisions of the School Site Council shall first be made by consensus and if consensus is not reached an affirmative vote of a majority of its members in attendance provided a quorum is in attendance.

Section F: Quorum

The presence of 51% of the total membership shall be required in order to constitute a quorum necessary for the transaction of the business of the School Site Council.

Section G: Conduct of Meetings

All regular and special meetings of the School Site Council shall be conducted in accordance with the California Education Code and Robert’s Rules of Order (new edition).

Section H: Meetings Open to the Public

All regular and special meetings of the School Site Council and of its standing or special committees shall be open at all times to the public.

Article VI

Amendments

An amendment of these bylaws may be made at any regular meeting of the council by a vote of two-thirds of the members present. Written notice of the proposed amendment must be submitted to council members at least 72 hours prior to the meeting at which the amendment is to be considered for adoption.
